On Thursday around 3:00 p.m., the tug Great Lakes Towing Co. tug South Carolina entered the Detroit River down bound with the tug Nebraska in tow. The Nebraska appeared to be wandering back and forth uncooperatively as the tugs passed the eastern end of Belle Isle
